Fixed Capturing the Mechanist's Lair as first outpost breaks the system.

I elected to take the Mechanist's Lair as my first outpost, which had no issues. However, when I talk to Jammer to take over my first vassal, he says there are no settlements nearby and gives the scouting prompt. However, marking nearby settlements as the scouting system suggests does nothing. I assume this issue is due to the Mechanist's Lair being an interior cell, and I would assume it is also an issue with Vault 88 as such.

I'm playing on survival so there's no way i can rollback to before this. If there is some way to forcibly start the vassal settlement quest using the console it would be of great assistance. If not, I hope this can be resolved soon so I can continue the quest. If I had known, I would have selected an external outpost as my first, then picked the Mechanist's Lair and some nearby vassals later.
 
Likely not solveable without console commands, and I'll have to come up with a solution for interior settlements in the future.

There are mods that enable the console in survival so you don't have to change your difficulty.

The commands would be:

setstage kgconq_raidergang 140
setstage kgconq_raidergang 150
 
I have the survival unlimited mod so I can use the console and fast travel and such, but hard-saving doesn't work right in survival even with the mod. Thanks for the quick reply King!
 
Using those commands and dealing with the gunner assault it sets up, I'm now able to set up new outposts and establish slave outposts. Setting up new outposts and vassals gives the same "nothing in range" prompt from Jammer, but I can set up slave outposts anywhere on the map. Gonna see if setting this up gives me an anchor on the surface which i can use to set up vassal settlements from.
 
Yup! I took County Crossing as a slave outpost, and now I can select any of the nearby settlements as vassals or regular outposts.

Having captured some vassals, it doesn't appear that they are supplying the Mechanist's Lair, but they are supplying my slave outpost at County Crossing.

Fixed for version 4.0.6. The Mechanist's Lair and Vault 88 will use their map marker to determine distance instead of the settlement workshop.
