Can't choose my building plans anymore

Can't exactly tell when this occurred, but it happened like halfway or more in the main questline

As the thread name suggests, I can't choose a build plan for my plot, the only thing I can choose is random. Does anyone have a fix to this?

Nevermind, looks like it is only happening for residential plots

im experiencing some issues in certain settlements where not all building plans are available, such as industrial. with residential plots its only giving me the random option. specifically starlight drive in
