Can't build non SS2 items

I'm not entirely certain what would cause this. I have a lot of ss2 addons, so maybe one of them, maybe also a ss2 settings? my specific care would be that the city plan I chose removed mama murphy's chair and I can't rebuild it. I also can't build bed's a secondary test.

I somehow completely broke my saves so I'm just going to start FO4 over :'(

Settlement Menu Manager might be a solution - it is supposed to work out the conflicts and make everything nice and tidy.
