Question cannot talk to ophelia

i had to make a new character following the most recent update and have only just gotten Ophelia jammer syas hes gonna let us talk but she will not talk t me so i am not able to start the wall buster mission.

i dont know how to copy my load order to post it so if anyone could tell me ow to do that using vortex that would be greatly appreciated when it comes to stuff like this im kinda useless
