Cannot find where to automatically equip loadouts at certain ranks.

From what I've been told by the game multiple times, I can change the loadout of certain ranks automatically. However, I've yet to figure out how to do this.

I have a level 3 armory in 3 different settlements as well as some level 3 and 4 troops that I wanna equip because i'm not chasing them across the commonwealth.

I assume there is meant to be an option somewhere in the Quarter master's key since the desk is meant to have everything. However, I don't see anything relating to changing the loadout of certain ranks anywhere in any of the menus present. All i have is;
  • Configure Ranks : which just lets me change the names of each rank
  • Change Uniform
  • Auto Equip : ON

I really don't want to have to run around the commonwealth to equip troops or try to find my higher rank troopers hidden amongst 40 other soldiers.
 
For reference as well. I can manually assign loadouts individually to soldiers. Just not on mass, as if its meant to be in the quarter master's key, its not there for me.
 
It does auto-equip at each rank based on their loadout - but you won't be seeing that much if you have not assigned a loadout to them because the default is "civilian conscript." So you need to either at least assign a loadout to the soldier (so that they are not just "civilian conscript") using "manage soldier" or at the war planner desk you can change your default soldier to one of those loadouts. For instance, if you primarily want assaulters or snipers, you can assign it to automatically recruit snipers or assaulters each day so that each new recruit is not a "civilian conscript." Better yet, if you have one of the main factions as an ally, you can set the desk to only recruit minutemen or brotherhood initiates or whatever else you would like. Unfortunately, each time you do manually conscript someone you will need to assign a loadout to them because it doesn't manually add a loadout to anyone you conscript, it just does that to the new recruits that show up at your outpost each day.
