Question Cannot find the holotape

Hi guys i am new to the SS1..i use the whole night trying to solve the problem as i cannot find the holotape..below is what i do, can someone tell me which part i do wrong?

All mods are downloaded from Vortex

1. Sim Settlements: 3-in-1 ver4.2.9b
2. Sim Settlements - Chinese Translation ver 4.2.9b
3. Workshop Framework ver 2.0.16
4. Workshop Framework - Chinese Translation ver 2.0.16

I start the game in Traditional Chinese and i enable all these 4 mods, in the game i couldn't find the holotape in the Museum of Freedom, i also try to use the console player.additem 0900544A as the SimSettlements.esm load order is 9. But the holotape just didn't appear in my inventory.

What i do next i start the game in English version and enable all these 4 mods again, holotape is not in the Museum of Freedom again, but when i use player.additem 0900544A the holotape finally appear in my inventory...

Once again i change the game back to Traditional Chinese the holotape was suddenly not in my inventory anymore...Can someone please help me how to solve this issue please....

Check your Fo4 version...fallout 4 version 1.10.163

The CK had an update a while back and mods updated to that CK update will not work with old game versions?
If that is good then, IDK.

My advice if your new is to start with SS2. It is actually a more immersive way to start.. As it has an in-game tutorial of sorts baked right into the story..

Thank you Raybo i think my fallout4 chinese version is limited to 1.09...when i change it to english version will be 1.10..think thats the reason because chinese version in game is older??

anyway i checked the SS2 it looks amazing..think my main problem now is how to update my chinese version to 1.10.163..

I know I'm late to the party here but there are a few options to help you get that holotape.

"Dave's mods" is maintaining and even adding to the ESP Explorer mod which will allow you to just run a search for and seize a copy of City Manager. If you want another method, Captain Coots' mod now places an actual copy of the Sim Settlements holotape right at the stairs leading to the elevator to exit Vault 111. Even if you're using Start Me Up for a non-dweller and the vault door glitch kicks in, you can still get the holotape.
