Can not build built-in city plans

As it says, no matter what I can not build the built-in city plans that come bog standard with the mod, not tried any add-on ones, I prefer the built-in ones because I find them to be less problematic.
I tried to use, is the dude name Stong Swanson or something city plan for Oberland and it just gets stuck in a loop nothing gets built, same as I tried Red Rocket just to see and nothing builds at all.
I can build settlements myself with no problems, I have checked and other than XDI I have no conflicting mods I believe.
I had this bug, but after making a new save and disabling the unofficial Fallout 4 patch I stopped getting the error.
I do admit after having that bug and needing to restart I did cheat and use the tools to unlock all the stuff, building types sizes, and tools.
 
OK so updated to 3.0f still nothing, and I can not even see options for other plans I installed either.

Unofficial is installed but disabled because chapter 3 breaks it, having it installed gave me work shop array thing is broken.
Also load order does not make any difference, I used LOOT, and still nothing gets built.
 
Well, I guess I have some what figured out why it is not working because the settlement stops being mine.
So I decided to just build Oberland myself and after exiting the building and then trying to open the workshop it says I am not aligned with this settlement for some reason, even though I have built some asam plots and the settlers started building.
 
Unofficial Fallout 4 Patch, works perfectly fine with chapter 3. You probably have a mod that BREAKS ss2 (framework workshop). Mine was a simple old mod (you already posted on my page) that broke ss2 for me.
 
One thing that you might need is the Workshop Framework Override Script file (optional file on that mod page). I never leave home without it. If another mod of any kind has a workshop script it can override all those before it, and as SS2 has Master-Level Workshop script knowledge (lol), I trust it implicitly. Some mods have workshop scripts for no good reason, but the creation kit adds them and they could be significantly OLD and/or broken! That override file is .esl and won't matter where you try to put it in load order because the game doesn't care about what you want there.

Unrelated to all that, but equally important especially if you like interior settlements or the HQ - get the Navcut Fix and its requirements. I guess the SS team found a nasty vanilla bug with interior spaces/settlements recently that over time can really bork a save. They don't want to list it as required, but it's highly suggested. The HQ is an interior settlement and you will be going in there often.

Putting aside that I disagree with which mod is to blame, I already have workshop script override, and that didn't help.
I am going to do a new save and not cheat with unlocks this time, to see if that is the problem.
 
Unlocks (unless you mean quest skipping) should be perfectly fine, the only thing that suffers is your sense of progression.
Workshop script override needs to be near the bottom of your plugins list, as it has to override everything above it. If a mod is below it and does naughty things, it won't help.
Unofficial patch also needs to be near the top of your load order, to be overriden (is that the right word?) with everything.
 
As I said previously unofficial is at the top, override is at the bottom, no not quest skipping as in having the logical ability to build defenses right off the bat, city plans, plot sizes, plot types, and tools.

You get the "jury-rigged" 1x1 defence plots after Well well well but yeah. What does your plugin tab look like now? Is it the same as I posted above?
If you install and enable, say, chapter 3 then Workshop framework, then Workshop framework would be below chapter 3 and this is wrong. Moving them around in the big tab with all the mods wouldn't change anything after that so you'd have to do it in the plugins tab. And probably start a new game once you're finished rearranging.
 
Nope that did not fix it, nor did a new save, I was able to auto-build at Co-Op, but not Oberland, and once I take control of Oberland it gets taken from me and stops being under my control and I have no option but to force it back under my control.
 
Another new save, on 3.0.1 if I build a city planners desk and pick the basic come with sim settlements city plan, it does the camera spinny thing and nothing happens, but when I cancel out of it a minute later it then launches the camera spinny thing again and then it acutally builds the city plans.
