Can individual civilians or guards be evicted/dismissed?

If I don't like a certain subject, can I get rid of them? Dismiss, or send to a different settlement?
Barring the above, could I just kill them? What are the repercussions of killing one of your own people?

You can send them to a different settlement.

In the console you can "disable" or "recycleactor."

You can kill most - not all. If done inside a settlement the remaining settlers and some companions may become hostile.

If you feel you must kill one, :scratchhead send them to another settlement and when they leave, follow them and then "commit the deed." :vampire

How do you give up a vassal settlement, so that it no longer belongs to your empire? I browsed through all the menus in the town manager desk, but I couldn't find any option that does that.

Ignore it.
Strip it of defense.
Keep some of the food and water.
Don't go back to defend it if notified.
If you can't make those changes go into the halo tape and select "control vassal" and then you can cripple it so it can get taken.
Someone will attack and take it from you.

I figured it out myself. If you build a War Planner's Desk in a vassal settlement, you get the option to abandon the vassal.
However, it seems that the settlement still belongs to you, even though it no longer belongs to your faction.
