Solved Can I turn off a city plan?

I don't know if this question belongs here or not, but since it's Conqueror related I figured I'd start here.

I made Starlite Drive In my main base with the intention of making a huge (for me) town using Vault structures and the Forsaken Vaulters faction. All was going well, albeit slowly, until I realized I made a mistake and I don't know how to undo it. I dropped a City Planner's desk in addition to the War Planner's Desk fairly early on so that I could have high-level control over what could and could not be built in my plots. I never actually chose a city plan (at least I don't think I did), but I noticed my city's level started going up.

Then, boom. 100% and my city levels to 1. Only I never wanted that, I just wanted to build my main base on my own. Now I've got all these miscellaneous shack walls, floors, stools, etc littered everywhere in my settlement. And Starlite is BIG, so there's a lot of cruft. I painstakingly went through and used the console to disable all this stuff, but I noticed that once again my city's % is going up, and I also saw a few things I disabled reappear.

This has completely killed my desire to continue this play through so I'm hoping there's an obvious solution to the problem.


Go to the City Planners Desk and select the Disable City Plan option. It'll ask you something and say yes I will continue to build it myself.
