Building city plan causes companions to become stuck (PC)

Hello,
I have been able to reliably recreate this bug and can send a save game file if someone links me to instructions how to.

I have noticed that if I build a city plan in tenpines bluff then as soon as construction is complete my companion and dogmeat (I am using a mod to be able to use both) are stuck to the spot and will not follow. They will move if i command them them to move, and if i fast travel then they come with me but they are similarly glued to the spot upon arrival.

This seems to happen regardless of the city plan or the companion (I have recreated it with Preston, Curie and Piper)

I just tested it at taffington boathouse, but at taff it didnt affect preston it only affected Dogmeat.

no console commands I have tried seem to help

Is the mod "everyone's best friend"?
If so I quit using it as Wyre Bash gave me this report on the mod.

Deleted Base Records​

The following plugins have deleted base records. If another plugin references the deleted record, the resulting behavior is undefined. It may CTD, fail to delete the record or do any number of other things. They can only be fixed manually, which should usually be done by the mod author. Failing that, the safest course of action is to uninstall the plugins.

EveryonesBestFriend.esp: 50 deleted base records
 
My money is on the modified version of followersscript.pex that is shipped with EBF not behaving as expected when companions are forced to wait during the building phase (new behavior in version 3.0 of SS2). For some reason SS2 fails to force them to follow after the plan is built.
 
OK thanks for the advice.

It makes sense if it's EBF that's causing the issue, but that was literally the first FO4 mod I ever installed and I've never had this problem before with SS1 or SS2. Weird.

I had some other bugs crop up that are entirely unrelated to SS2 which made me ragequit and start a new game. I'll see if it happens again on another playthrough.
 
Guys, you don't have to restart a playthrough for that kind of issue. Just know to dismiss your companion, then Dogmeat, and then re-hire them, starting with Dogmeat. Do that every time you build a new plan, which isn't supposed to happen that often lol
 
I can confirm that I just now got similar behavior using Unlimited Companion Framework, but GuardianMF's solution mostly worked for me with EBF until recently when suddenly (for no reason I can think of) it didn't and Deacon was stuck standing in place no matter what I did or where I went and another SS2 bug came up that drove my decision to start over. I can also say that for me using the Best Friend mod didn't have a problem if you told your followers to wait before building the city plan (I'm guessing because the scripts that SS2 uses don't affect them if they aren't actively following you)

Edit: Actually I just removed all of these mods and am still experiencing this with Codsworth. It isn't a huge deal necessarily, but my current load order is very minimal and shouldn't be causing conflicts.

This is happening to multiple people with a variety of follower mods and possibly without them.
