Build limit questions

So I'm on Xbox one s and if I use the new tool and it stops building past my build limit does that mean a. I won't ever be able to upgrade my city? And b. Does that mean I won't be able to use anymore plots or be able to put more beds in the settlement for my settlers?
 
You can allow it to go over the limit, it just won't do so without your permission.

My recommendation would be that you make a save each time you get a City Upgrade, that way you can allow it to go over the limit and then if things start crashing, roll back and don't upgrade that city.

Xbox definitely can't handle the L3 of every settlement yet. Though it can handle most if you have the Performance options disabled. The biggest problems I've seen are with Sanctuary and Sunshine Tidings Co-Op, the others can cause crashes - but they will be infrequent unless you are sprinting around the settlement.
 
Have you thought about adding a decrease option? Because I don't crash all the time since I've used the performance option
 
Decrease what? I'm not following.
 
Sorry an option to decrease the max if you increase it. Because I would upgrade a city run around in it and it would work just fine then I would leave to do a quest or mess with another settlement and come back and boom crash
 
The Reset Max option decreases it back to it's vanilla limit.
However, resetting or decreasing the limit doesn't remove anything from the city. You would just be over the build limit and be unable to build anything new. If it is crashing due too many objects being present in the settlement, you would likely still need to load a save from before the city upgrade as Kinggath suggested.
