Question (Bug?) Raiding the Rations doesn't complete but Tapped Out + Burning Bridges does

Steps I took:
  1. Talk to Jammer at Concord as per usual
  2. Kill raiders in Museum and completely ignore the Quincy Five (which is enough for Jammer's mission to complete, even though the Deathclaw doesn't trigger)
  3. Turn in that quest, get stash quest
  4. Get Jammer's stash as per the usual
  5. Turn in that quest, get the Jared quest
  6. Kill Jared, do NOT talk to Jammer
  7. Kill Red, do NOT talk to Jammer
  8. Kill Tower Tom
  9. THEN talk to Jammer
The reason why I wanted to turn in all three at once: With Night Person and my equipment I could get +7 INT I figured that'd be a good way to maximize my EXP without having to make multiple trips to Jammer. Little did I know Jammer would rip me off of my precious EXP and some caps.

Here's what happens when you talk to Jammer.
  1. He'll say the usual line, asking you if Jared is dead.
  2. He'll play his response to your answer (ie, "Call this an investment so I keep hearing things like that.")
  3. You get caps
  4. Completed: Burning Bridges pops up and you get EXP as Jammer says "With Jared out of the way, it's time you take on Red Tourette's gang. I'll work on recruiting more guns."
  5. "We've got some real freakin' animals out there..."
  6. "Anyways, I got less time than I figured, I guess, what with you having already killed Red..."
  7. Started: Raiding the Rations -- "Kill Red Tourette at Federal Ration Stockpile" shows up as completed but "Report back to Jammer" does not, nor does the quest itself ever show as completed. You also don't appear to get caps (no prompt saying you got them and no caps SFX plays).
  8. "Thanks to you, the 'wealth is short two Raider gangs. Now we need to make it three."
  9. "Well, shit, Tom's already dead... and he was the last one on my list."
  10. Tapped Out starts, and immediately completes itself as Jammer says "That leaves us as the strongest gang in the whole of the northwestern 'wealth!" and gives you caps
If you decline to take a settlement immediately and try to talk to him again, Raiding the Rations still does not update, he just plays the usual dialogue for when you prepare your first settlement attack. So I think this probably won't block future questlines, but I'm not far enough to be sure at this time. If you check the pip-boy, sure enough, Tapped Out and Burning Bridges are complete but Raiding the Rations is not.
