Question Bug: Converting outpost to normal settlement, sends otherwise unmoveable NPCs to other outpost

I am playing the new Minutemen liberator faction. Red Rocket was my first outpost. Since i didn't know how to vassalize Sanctuary, i converted it to an outpost. When i realized that this was wrong, i converted it back to a settlement. This left me with no choice but sending the settlers to Red Rocket. Preston, Marcy etc..

Edit: I made Sanctuary an outpost again, the main outpost, then converted Red Rocket to a settlement, to force Red Rocket's inhabitants to Sanctuary. While the settlers are at their right spot again, i do not want Sanctuary as an outpost, but as a vassal. Since it's the last outpost, i can't convert it to a settlement. If i'd convert Red Rocket back to outpost, to be able to make Sanctuary a settlement again, Sanctuaries settlers would end up at Red Rocket again.

I am playing Conqueror as a BoS Liberator on modified survival. I first put up a beacon at Red Rocket and after 4 settlers arrived, I saved Preston et al, and then placed a Liberator Field Command Center to make Red Rocket my first Outpost. Sanctuary became my second vassal by assault with some problems that required a "worked around," see https://simsettlements.com/site/ind...at-is-better-part-2-and-more-questions.11531/.

As I have learned, a potential problem for you could be an "old" Minutemen Liberator mod.
 
This is one of the main problems I've had playing as a liberator. You can't really do anything with civilians or settlers at an outpost, except send them to another outpost where you also don't want them to be. Without using other mods or console commands to manipulate these settlers, the only options the mod really leaves you is to either kill these civilians yourself (which a conqueror would have done anyway, so they never have this problem), withdraw all influence from the outpost to essentially invite enemy forces to come and take it from you (your problem now, suckers!), or withdraw from the outpost completely leaving the settlement to eventually leave on its' own (your problem now, suckers!). None of these things are really solutions to the problem, they're just different problems you'll have to deal with some other way.

There is another option that is - probably due to playing as BoS Liberator - I use Red Rocket, the Boston Airport and the Castle to send excess civilians/settlers to. My general goal is to limit each Outpost to about 8 - 10 settlers/civilians. To this point, it has worked reasonably well for me. However, I have had some problems as described in my other threads, but, I have always found a workaround, so I could keep playing:
  • First Outpost was Red Rocket. I settled it with 4 settlers before I go "save" Preston and the gang. Because I normally play on modified survival (fast travel and saves are enabled) with the Fallout Loot Overhaul mod (had to delete later due to conflicts), I need to have a doctor at Red Rocket at the beginning. On survival, I tested what would happen at Red Rocket once the molerats attacked me - I got an infection and died shortly thereafter, because there was no doctor or antibiotic available. I now "cheat a'bit" - enable survival after defeating the molerats.
  • Second Outpost was the Boston Airport. I use other mods to (1) trigger the arrival of the Prydwen after Arcjet and (2) allow me to call a vertibird to the Police Station. Next I travelled to the Prydwen, performed the minor and Fort Strong quests and then setup the Boston Airport as a BoS Outpost. I did learn one lesson early-on that cost me hours of real time: do not send a settler to the Boston Airport from a Vassal, before you make it an Outpost, because after that the game only recognizes the Boston Airport as a Vassal even if you send the settler back to a vassal. Next I built a Liberator Field Command Desk and moved 50% of my settlers from Red Rocket (by this time about 4) to the Boston Airport and that worked reasonable well.
  • Third Outpost was the Castle. I tried to make the Castle an Outpost by assault and that did not work. So straightforward - defeated the Queen and placed a Field Command Desk.
  • Fourth Outpost was Greentop. Used the Outpost assault and made Greentop an Outpost. Then moved some civilians/setters from Greentop to Red Rocket, Boston Airport and the Castle.
  • Fifth Outpost was Oberland. Used the Outpost assault and made Oberland an Outpost. Here I started having a problem moving civilians/settlers to other Outposts. Some of the other Outposts were not "highlighted" so moving was not available. My upper limit for an Outpost is 10 settlers/civilians. At Oberland, I had to use the disable console command to delete 2 civilians/settlers in addition to moving several settlers.
All in all, the game has played reasonable well for me considering it it a work-in-progress (many thanks to Kinggath et al), however, that includes extensive micromanagement and repeatedly replaying old saves to fix/work-around a problem. An example of my micromanagement is - after losing 6 of 9 BoS Initates assaulting Sanctuary, I realized they needed armor (big duh here), so I now up- armor and weapon all my warriors myself.

My current unsolved problem of significance is: when launching an assault from Greentop to make the Slog a Vassal, I am receiving the assault messages out-of-order which causes that mechanism to fail. This occurred previously and I had to stop playing. Kinggath's recent patch fixed the early problem, but it is now recurring. So I will try again later today.

Thanks for all the replies. Knowing that i can't send back Preston's group back to Sanctuary without keeping Sanctuary as an outpost, i started a new game and took care to conquere settlements properly, instead of setting up an outpost in settlements with workshop-access.

So for me this problem is no issue anymore. Even though i think, it should be fixed in some way.
