I experienced the "Ophelia won't talk to me bug", but that was resolved by the hotfix. Now, however, I've got no clue where she has gone to. My base is Ten Pines. Jammer is there, and he introduces me to Ophelia. But she isn't present.

She was walking to Jammer... something happened to prevent her from teleporting. I can't find any means for that to happen in the code, but in the latest patch, the scene that caused him to introduce her when she wasn't there should no longer happen. So worst case scenario, you'll just have to wait a few days for her to make her way there.
