Question Bad Nuka-World bug: Colter instantly recovers from short-circuit

Never seen this happen before on any other playthrough, but I can't imagine this is a common Conq issue or everyone would be posting about it. Soooooo no idea.
At Colter, hitting him a couple times procs the short-out animation, the voiceover, etc - however the shield never actually goes down. It instantly reappears, and the voiceover about his recovery overlaps the previous voiceover, and he never takes any damage. I'm in deep spit here lol

Anyone run into this?

Yes actually, happened me only the other day.

I had to use jet and the Orb Accelerator to kill him

I do have a Plasma-Infused SCAR-H, but it's doing literally no damage - I switch to it and start firing while the water squirt is still in the air, and he does the short-out animation, and recovery, all at the same time and no shots get through the shield. Did you just overpower his resistance with the launcher?

If you use use jet it slows down time enough to get damage in on him while his shields are down.

This is a bug I can get behind, I'm glad he's challenging now. I've never been killed by him in any playthrough. He should be a hard bastard to beat.

Ah, I use VAFS - so I suppose if I trigger that whilst the water's in the air, I might be able to land some shots in that window.

I am experiencing this bug and cannot find a workaround. I do not have Conqueror installed. I have all Sim Settlements except Conqueror. The bug is as described in the original post with the exception that there is zero time even using several different variants of jet that his shield actually goes down. I have beaten this fight countless times in survival mode but this time Colter is absolutely invincible. I reduced my game to the lowest difficulty and it made no difference to Colter. All that did was make it so I took little damage. I have a console command mod installed and even using the console I cannot kill Colter. I am open to any suggestions. As it stands I cannot play any of the Nuka World DLC because I cannot get around this bug. My apologies if this is not a Sim Settlement bug. I would welcome any suggestions from anyone with any ideas regardless. None of the other suggestions in this thread are of help as I do not have those mods installed.
