Question Auto-Assign settings not being honored (Conq playthrough)

WSFW in MCM:
Auto-Assign Beds is ON.
Auto-Assign Food is OFF.

SimSettlements in MCM:
Auto-Assign is ON.
Auto-Assign Away from Work is ON.
Auto-Assign Away from Beds is ON.

New soldiers do not seek out a Residential plot, and remain homeless until manually assigned.

More weirdly, all soldiers - Warriors, Workers, anyone - are constantly being auto-assigned to individual, Vanilla-game food work objects. New recruits, returning Warriors, any chance the game gets it sticks someone onto those objects. It is not honoring the 6-value-per-worker value either; it is literally assigning one person to each physical object, whether it has a value of 1 (Mutfruit) or 0.5 (Tatos, Corn).

This seems to be the exact opposite of all settings - not only should WSFW not be assigning them to food, but SimSet should be preferring plots over Vanilla work objects. That doesn't seem to be the case.

(Side note - i lost one guy for ten minutes until i figured out the game had assigned him to some random Gourd way off on the side of the island behind the houses in Sanctuary under some bushes. Sneaky ninja farmer....)

I have no clue, but kinggath does talk about an auto-assignment glitch in the below:

Turned off Roles auto, turned off all "vanilla" autos in WSFW. Also turned off most SimSet auto-assigns. Assignment is still screwy - all people are constantly bumping each other off plots. Auto-Assign Named NPCs, whether OFF or ON, doesn't matter - no named NPC will stay assigned to a plot, they keep getting bumped off by a normal citizen (whether a Warrior off an Entertainment plot, or a Settler off a normal work plot, etc.).
