I was thinking it would be good to add benefits to filling the needs bars through manufacturing.
Wages: A counterfeit caps factory.
Food: An addictive chem factory whose product is used on settlers to boost production.
Ammo: There's already an ammo factory, adjust it to help fill the raider-needs bar.
Maybe someone can come up with better manufacturing ideas, those above are just off the top of my head.
