Question Art of War - Conscribe 5 soldiers - bug? Maybe

OK, so I have recruited 5 soldiers for the game. However, the game itself records that I only have 1 out of 5.
The five are Strong, three robots from GrayGarden (Brown, Green and Supervisor White) and McGreary.

They are literally in my war room settlement and assigned as warriors (I chose the Mechanist layer for this) but I am still at counter 1 of 5. Every time I recruit it goes 2 of 5 and then goes back to 1 of 5. I recruit the three robots and I get 2/5, 3/5, 4/5 and then back to 1/5. I am confused. Is it because I can only recruit human settlers for soldiers?
Any ideas welcomed. It feels like a bug to me.

Strong is a mutant and the other three are robots? But the game, briefly accepts them and transfers them to the settlement. Help!

Generally, it's best to just leave the original occupants of Graygarden alone to do their own thing. None of them behave as even as regular settlers for a Settlement.
You can recruit robots as soldiers. Suggest building new robots at a Robot Workstation, and recruiting those, OR recruiting new folks as Soldiers at Graygarden.
 
First, thank you for answering my question...but, sadly, and this is probably on me, the problem is not the settlers I recruit, the problem is that no matter what settlers I recruit for the warroom - it still states I have one settler ONLY - even though I have five total. Strong (which got registered as a warrier and briefly got 2/5 before the game changed it back to 1/5. I'm stuck at 1/5 for all the five settlers. I have no idea why this is happening. Any thoughts?
So, in other words, I can recruit a ton of settlers - and it doesn't advance the counter from 1.

Bare with me while I try to understand this......So you have a bunch of people and robots at Graygarden, and plots built there as well, but when you try to do an Assault from the War Planner's Desk, it tells you that you have only 1 Warrior Available?
If you have plots built there for the Outpost, and are on default settings, only Warriors are allowed to go on Assaults, so any of your Soldiers who are assigned to plots are considered Support. Can you post a screenshot from Graygarden in Workshop Mode?

Some things to try:

You could change that in the City Manager Holotape:
Options > Gameplay > War > Planned Assault -Set to "Any Role"
Options > Gameplay > War > Dynamic Assault - Set to "Any Role"
Plan an Assault from the War Planner's Desk, see how many Warriors you have.
Do a Dynamic Assault (with the Binoculars and Flare Gun) to Capture a Territory, see how many Warriors you have available for that.

Sometimes, an error happens and the NPCs aren't counted correctly.
If that is happening, then you can try this while in Graygarden:
Use the City Manager Holotape. Select Tools > Advanced Tools > Recalculate NPC Counts

I've also seen a few other reports that some can only use Unique Settler NPCs as Warriors. You could try conscripting some of the Unique Settler NPCs and send them to Graygarden to test and see if that's the bug that you're encountering.
