Question Are there conditions when the Scav Dispatcher Beacon won't turn on?

The initial Scavenger Support plot is one of the first resources I assign in a city. In my latest playthrough I was surprised to find that when I assigned it, it did not create a Scavenger Beacon. Usually what happens is it takes you through the initial Q&A and then you get a message that a Scavenger Beacon is detected. This time around, it took me through the initial Q&A and then... nothing. No beacon at all.

I suppose I could have fat fingered the Q&A and simply not activated the alternate recruitment. Is there a way to check in-game to see the settings? Are there situations in-game when it won't turn on?
 
theres a holotape "robco AFMS" if you don't have the tape look for a terminal on the plot. Or do the console thing.
 
Ah! Thank you for that. I completely forgot about the holotape. Unfortunately you don't get a terminal until you build the second plot.

I'll toggle the recruitment settings off and on again, and see if that makes any difference...
 
... well, nope. That didn't do anything. I wonder if it's a load order issue? Not sure why it would be...

The radio should turn on if:
a) the plot is powered
b) the plot is worked (occasionally folks forget this one)
c) alt-recruitment is enabled (this is a bug with the new custom radio station, it requires alt-recruitment to be enabled although I'm going to fix it so it will be on regardless when the plot is on and worked)
 
As far as I am able to determine, all three conditions are true in both my settlements... But neither are using the scavenger beacon.
 
As far as I can tell, my city meets the requirements but I'm not getting new settlers. Is there a way to tell if it is on and working? When I 'look' at it there is an option to activate it but that doesn't seem to do anything. I am using the interior plot.
 
I have had three scav plots in Sanctuary for a while now (dispatcher, sorting facility and scavver shed) and I only just noticed that there is a beacon on top that requires 1 power xD

I thought that all power requirements are handled by RotC when the plots are placed (the plot itself is powered, however). Took me a while to realise that you can't attach a wire to this beacon either BUT now that I've finally powered it by putting a pylon next to it I don't see any scav radio station or anything ...

You don't have to power that, that tower showing a power need is an engine limitation, it receives power through the plot itself

Most of the folks having this issue turned out to not have recruitment enabled in my holotape, which turns off the radio stations as well.

It's a bug I plan to fix, I just haven't so far.
