Any Recommendations on the best time to use the ROTC mechanics during the SS2 Quest line?

I'm starting a new playthrough and don't want to throw any of the quests off, is there a good point that anyone recommends to use the city planner desk with the newer Rise of the Commonwealth city plans and functions?
 
Hi. If you follow the questline city plans are introduced naturally at some point.

Be advised that there still seem to be some issues with city plans right now. Plans not upgrading correctly and a city plan building plots of several city plan levels on top of each other seem to be the most prevalent ones. At least from what I see here in the forum. Personally, I avoid city plans altogether for now.

I feel insulted as a Cp designer not all City plans are broken. Just cause ROTC is.

Hi. I have no idea what part of the system is buggy and, more importantly, under which circumstances. All I know is the reports I see here and my own limited experience.
Whether that stems from the individual city plans or from ROTC I don't know. And up to this point I had no desire to investigate further as I'm not much of a city plan user anyway. To prevent a bogged save/cell and with no option to remotely nuke a settlement in case something does in fact go wrong I just do not use them at all anymore.
