Suggestion An Auto Foundation for Plots concern.

Not sure if this should be in bugs or suggestions -

When I select the option for the Auto placement of plot foundations and then I load in a WF settlement plan that already comes with foundations then two foundations show up per plot.

For example:
I had a long running game but was running into issues, I think conflicting mods or something throwing errors. So I went to some settlements I had built up myself to save the plan using the new Workshop Framework option instead of Transfer Settlements.
I went to Abernathy and imported the WFAbernathy plan I created and was fairly surprised that each of the plots it brings in was automatically level 3. Odd, but no worries. But I kept seeing this flickering around the base of each plot and found that the plan brought in the foundations for each one, but as the plots loaded in they created their own plots with them again. So I had to reload the save before I loaded the plan and go in to SS options and turn off auto foundations (which I only turned on out of curiosity at another settlement, then forgot about it).

I don't know how the code handles it, but would it be possible to either check for foundations first while the plot is loaded, or during the import of a plan the system could temporarily turn that feature off then activate it again after the city plan is loaded?
