So during trying to create a faction pack I saw we could assign different npcs to recruitforms and settlerforms. I set a settlerform npc to be civillian like npcs and I don't want them to join fights as a user. Since we can pick recruits depending on their rank for assault I thought it would be also nice to be able pick between settlerform and recruitform npcs.
 
Not sure I understand.. you have your settlerform and civilianform as the same NPC but you want to use the settler as a soldier in addition to your playerarmy NPCs?
 
No, when you're setting your faction's npcs you can assign different sets of npcs depending on their recruitment way. Tutorial says that for example you can get power armor npcs via recruitment beacon while you get regular soldiers via regular recruitment(one where you donate resources for).

I made sure that I get civilians with recruitment beacon and soldiers with recruitment resources. I want to be able to send only soldiers(unless I ran out of them in which case I'd send civilians too) to assaults.
 
The settler/civilian NPCs should not be showing up on your assaults or on the menu if you have ranked up soldiers. They are not scripted to be in the pool that the assault picks from.

What the tutorial is saying is that you can have more than just a "settler" named NPC come to your outpost for variety. Maybe you want some PA-geared Paladins that you can assign to defense plots and stuff for looks. They won't join in an assault though.
