Abernathy not upgrading to level 1

Ok so Yes I did read some topics on this forums about some settlements not upgrading to level 1 but I just haven't gotten anything useful out of those. My Sanctuary has upgraded to level 1 but abernathy does not want to even though it is at 100% to next level.
I tried everything, I waited a LOT but it just isn't going to update. So if anyone has got any tips I'd be grateful,

On the side. Deacon is my city leader and all the railroad agents who patrol my settlement all have the same face/hair, it's kinda bothering me.

I'd check in Manage Supplies on % of scrap for next level first.

City Planners Desk, Look at Safe, Look at Scrap level, need to be 100 % also

I think happiness is important too. Yesterday one of my settlements were at 100% scrap donated and 100% ready to upgrade, but the option "Upgrade city" was not showing up. I donated some jets and voila.

@Zonary, You are correct, it is a combination of things.

However as i play a different (Evil) version of SS, I just beat mine into submission lol
