This sounds interesting.

What type of plot and what would it "Contribute?"

Although I see you haven't been here for a while.......
 
Commercial plots but only after you have 8 to 12 settlers and then it could Contribute to happiness show you could get settlers put cap in bank could make settlers happy and securit

Hmmm. Will mull it over for a while. (Think about it for a while). Not sure how a commercial plot would work here, as it "normally" has a vendor. Don't know how to make settlers give up there caps, and then what would we do with them?
Plus, a bank would need more security, I think, to keep it "safe".
Think there might be some value in this, buts needs more clarity and purpose.
 
So here's an idea....instead of using it for the settlers, how about for the player? Kind of like a safety deposit box at a bank. Put in pre-war money, caps, anything valuable except armor, food & weapons....
 
But still cant see any purpose in the plot. Regarding SS I mean. Good ideas for FO4, and the mod above is a great addition. But for standard SS, it would serve no purpose.

Anyway my thought was: all your taxes are put not into workbenches, but into a shared container, which is accessible from the bank. Then maintenance costs are paid from this container.
The NPC itself might be a custom vendor which sells pre-war money. Aka: money changer.

First off, I wouldn’t want to discourage anyone from doing any plot (more variety makes me happy). I would not mind a bank as a recreational just for the sake of it.

Regarding your idea, I’m not sure how much I like it. Just to make sure I understand, your plan would be to take the taxes generated from the plots into a new plot instead of having them in them in the workbench. That plot would have a container and be shared... between banks? Kind of like the IDEK station does? And then instead of paying the maintenance cost from the supplies donation (or the workshop? I honestly don’t know if it would take money from there cause I always deposit 100 caps in the donations in the city planner desk) it would pay from the shared containers the banks created?

Gonna admit as I was deconstructing it I started liking it more and more. A few notes if my understanding is right:
- hopefully that can work even if people use the IDEK stations.
(Anything from this point is basically me brainstorming the idea, those are my opinions and ideas I had, I’m open to change them, feel free to discuss)
- I’m not in love with it as a commercial because it’s a kind of plot that, if used, you’d end up creating in every settlements. Unless it’s possible for this shared container to take caps and pay maintenance in every settlements even if there is no bank there. But then it becomes a plot we’d need to build only once.
- I’m not sure what makes more sense than commercial. I think it’s too useful to be producing money, a bank should be taking money away, not the other way around. They’d have to make money from fees. An industrial that produces nothing and cost money? I’d like it only because martial requirements make me build industrial a lot but that’s not logic, it’s just me gaming the system. Could s as better argument be made for Ind? What about how it protects money so... Martial? With the added plots from conqueror do we need another martial that needs to be built everywhere? Same for recreational? And unless you want to argue the merit of the “growing money” expression I think we can forget agricultural. So yeah... I’m not sure I have an argument for anything more than commercial.
- Personal request: skins please? Especially if it’s a plot intended to be built more than once. While I think it should be all one brand (ex: Sim Settlement Bank of America) it’s a plot type that could look different if held in a BOS location vs a raider location. Or Far Harbor vs Commonwealth.
- Since we talk about how this could act in many ways like an IDEK station, why not go all the way? There’s an option to have them also take many types of products (food, water, drugs etc) to the shared container and another one to use items from the container for water and food donations. Would that be something the bank would stay away from or would they consider any system of donation from the communal pool of resources their domain?
- Wild idea: Does it have to be a plot? Could this idea of taking taxes and paying maintenance for Sim Settlements be achieved in some other way? Similar to a scavenger station? A new unique city planner desk?

Some good brainstorming there. Without getting too political, the idea of settlements sharing $$ isn't too far off from what goes on IRL with the government. In our case, it's not the government collecting taxes, it's the bank. It's as if the bank is the federal reserve.
I had a discussion over the weekend about it.... something to consider is that rather than giving the player all the generated caps from taxes, they first go to settlement upkeep and the rest goes to the player.
 
Raising taxes in the game reduces settlement happiness but increases defensive output. The unlockable news stand increases tax income from plots in a settlement without affecting happiness or defense.

The bank could split the difference and be a plot that increased tax revenue from plots, increased happiness (civic pride/monetary security), but also increased defensive needs to balance the first two (fear of robbery).

If it was a commercial plot it could sell prewar money and gold watches (maybe it starts out as a pawn shop) and at higher levels it could turn into a proper bank and just sell gold and silver bars and shipments of the same. Themed out with a wall of safes behind bars for storage. Or one of the big bank vaults.

If it could automatically pay gathered tax revenue from a settlement towards that settlement's maintenance costs, that would be a bonus. If you want to make a withdrawal, you could do so from the CP desk if any surplus was available.
 
I think commercial is the most fitting of the existing plot types. I guess you could propose a new type, which could also include stuff like logistics stations, city halls, etc.

It could be like: as soon as you build the first bank, it also unlocks an "ATM", which gives you access to the global caps container. Also it changes the setting which makes commercial plots deposit their money into this container instead of the workbench.

Then, for maintenance costs, it first checks the donated caps, then the container.
This container could actually be "infinite", aka, you make debt. At least to a degree, let's not simulate the RL too much. Maybe like: if at the start of a daily update the container has a positive amount of money, use it, even if it generates debt. If not, then don't.

The bank itself could also slowly generate some income, as long as it has money, and only up to a certain amount per day. Again, let's not make it too realistic :D

Maybe if you are in debt, the bank could send thugs after you to collect it at least.
 
I feel like a bank could fit well into many different categories:

- a martial plot for holding people's valuables (not unlike the interior martial plot that's an armory - I can't remember what add-on it's from! I believe it was uituit though)

- a commercial plot - you could really poorly simulate loans by selling 1000 caps for 100 caps, and then sell a "repayment" item for 1000. Idk how you force the player to follow through; you could periodically increase repayment...meh? I also don't know how useful that would actually be. I prefer bullyrook's notion of selling gold and silver.

- an industrial plot - for moving money around as we've been talking about. I like the ATM idea so that if you decide to play with one of the mod that takes away some or all of your caps when you die you have a safe place to stash them that's accessible broadly. E.g. in death matters, if you start as a settler and need to go rescue yourself you could make a withdrawal to buy some gear.

- industrial again - another thing to consider is just to directly increase the taxes paid in the settlement the same way brahmin increase food production. It might just represent a general sense of prosperity (though in real life banks don't cause prosperity, it's the other way around, prosperity attracts banks, like flies to a carcass). Idk how hard it would be to also just jam 100 caps into every settler's pocket so it feels like they have more "walking around money."

- a recreational plot - just a place with people standing in line like they have important stuff to do. Biggest problem with this is that banks don't make people happy, AND there's no way they'd be open at night! :P

I disagree with your issues. First, why wouldn’t bank make people happy? Sure, today in our self Centred society we like to complain about bank fees but we like to complain about everything. In reality, without banks I can’t get automatic payments, I can’t get my pay deposited automatically, transferring money to someone would be a pain etc. So we don’t like banks until we start thinking about what it would be like without it.

And in the fallout universe, a bank would be the way for settlers to protect their money from raiders, gunners or just Conqueror players attacking them. That would make me happy!

And what’s the issue with a bank not being open at night? Are settlers supposed to work all day in recreation plot? I don’t think so. Is it because people tend to stay all night at recreation plots? It’s just tomorrow’s line started early ;-)
