(1.0.2c, 1.0.2e) Can't Apply Plan to Starlight

It's still early in the game, so I don't have any available named leaders. So I assigned a random settler from Sanctuary to Starlight, and then went into Workshop to assign him to the desk. The desk showed that it was assigned, so I then went to assign a (the only) city plan. I select "Use This City Plan", and get an inventory swap screen with Sturges on the right and nothing on the left. Superimposed over that is a smaller black selection list - This is the same menu as when I first selected the plan, but with the colors reversed. It says, "Settlement: Starlight Drive-In ; City Plan: |Other| Starlight Drive-in Basics ; Designer: |Other| Fanciestmoon". I have, as options, Next, Previous, Designer's Description, Use This City Plan, and Cancel". "Cancel" appears to do that. I get a series of screen to back out of and nothing happens. If I select "Use This City Plan" (again), I get a warning that, "Another settlement customization is still being processed, try again shortly." Hit okay and I'm back to the black superimposed menu.

I'm pretty sure I'm not supposed to get "Use This City Plan" on two different (similar) menus, so it's probably borked at that point. Any suggestions? Could this be the patch not properly overwriting the right SS2 files? I'm using SS2, so I have them both active, with the patch loaded immediately after the main mod.
 
Ok, I just tested this out myself and it was kinda confusing.

I selected the plan on the green menu (as you did.)
After selecting the plan a black menu popped up with the exact same options (as you described.)
However in the background was a trade window with Codsworth and Preston to appoint one of them as leader (as you described with Sturges.)
After canceling out of the city plan menu I appointed Codsworth as Mayor (can use anyone.)
After having a Mayor I was then able to go back and select a city plan and it went as normally.

In other words the error was not having a mayor yet which sent you through a needless loop in the menus.
So you need to either appoint a mayor first or turn off requirements for a mayor before selecting a plan.

Just past the kidnap rescue. A bunch of raiders take like 5 settlers and hold them across the street from Abernathy.

With Codsworth floating right next to me, he wasn't available. Neither was Preston. And Sturges won't move. Do I have to reach a certain affinity level before they can be mayors?

Assigning a random settler to the desk does not count as "Mayor"? The video I watched said that any settler would do, but only named NPCs have traits.

Tell me more about this one. I didn't notice anything like this. You can assign a plan without a mayor? And the city just kinda builds itself?

That is completely irrelevant.

Codsworth could not be selected because Codsworth is your active companion.
Preston is probably not available because you have not completed The First Step qust. Only after that does he become available as a companion.

Here, you can see an assigned settler not showing up as a leader. If that isn't a bug, it really looks like one.

I'll try turning off the leader requirement until I get a few more available, as this kinda blocks my play-thru as is. Thanks for the suggestion.

After assigning a settler to the desk (which you do in workshop mode like other jobs) you wait a few moments or minutes and there will be a pop up window telling you Settler is now in charge of Starlight Drive In.

I did not realize earlier you did not know how to assign the settler to the desk. Your screenshot showed me you did not know. The wiki is missing this information.

This settler was assigned to the desk in workshop mode, and the assignment icon on the desk (and the settler) indicated that it was now assigned. I never got a pop-up indicating that the assignment was complete. I may have not waited long enough before reloading and trying something else.

[EDIT] Did some additional testing this morning and waiting didn't help. The assignment pop-up never happened and the desk never acknowledged the settler as mayor (other than by it's green "assigned" icon"). This piece is flat broke for my game. But turning off the leadership requirements works fine, so I'm no longer stuck. Well, I'm not stuck there. Now I need to find a way to scrape together 20 ASAMs.

Well if you turne doff leader requirements then assigning the settler would not give you the pop up.

You can turn off city plan costs in the menu.

Nah, I didn't change that setting until after the test.

BTW, I dismissed Codsworth and tried to assign him to the desk via the menu. He didn't show up in the list. Then I (successfully) assigned him to the desk via workshop, but I didn't get the pop-up and had the same issues I did with the random settler. I guess I'm just going to have to play with that requirement turned off and just pretend it works for me.
