    The settler needs to be sitting in the chair and controlling the gun for it to fire. It's a bit of a hit or miss because if the setter decides to leave their post and starts shooting at the raiders with their pipe pistols instead then you're out of luck.

    My advice is to go to each plot and select "Destroy plot" option. Once you destroy all plots then select "Scrap this settlement" from the red Workshop option menu. That's how I do to clean almost everything from a city plan

    Make sure you equip the Recruitment Clipboard in the inventory before you talk to them, a new option should come up, something like "You interested in working for me?"

    Re: Update For those who care, installing Fallout 4 Texture Optimization mod did the trick for me. All textures presented and accounted for, no glitch/black bar, and I did not have to disable any objects.
