Fixed everything I was aware of and thanks to the geniuses in the Sim Settlements discord I managed to get rid of the turret stands that looked like they were floating
I had this exact same problem and nothing worked but this. So, thank you very much.
The other fixes and even the main file from this page didn't help or actually caused me other problems that were even worse. JUST using this patch fixed everything.
Since you deleted everything in your MyGames directory, did you make sure to re-add the Fallout4Custom.ini edits needed to enable mods properly?

I have unlocked all the classes through the questline. When I build a city plan, if it used interior plots or 3x3 plots they show up correctly and I can change their building plans and such. I just cannot build them myself.
