Question problems and more problems :'(

So i recently started a new conqueror playthrough. It was less buggy than ever at first, i didn't even need to use a single moveto player command to get an interaction to playout. Then i got to the headless gunman quest and it all went downhill.. I can't enslave people with the collar. I have the perk, I've talked with jammer about it and gotten the popup message about slaves, I crafted it from the conqueror workbench, I don't have any mods that affect stealth backstabs or anything like that conflicting.. so thats why i'm asking here.. what could be up? Also none of my slaves at my slave outposts can talk (at all) or respond to commands (at all). Now it just goes more downhill. Now jammer keeps telling me I have a new note up on the board, but i never do. No more underbosses show up, and only sarah and jason have showed up so i don't have enough leaders for my outposts. No more jammer interactions come up even after goin somewhere for 24 hours. there's a raider recruit i can't trade with at my main outpost, but they're not trying to talk to jammer and he's not trying to talk to them, they're just hanging out and never leave and jammer just hits me with his "makin a play boss?" line and then i can talk with him about the 4 regular dialogue options so hes not like fully stuck or anything.
 
Side note: Syringer with the mindcloud ammo will allow you to enslave a target if your stealth sucks. However companions shooting at it or if it has friends can kinda screw it up.

That happens constantly. Write it off as a dialogue error.

Raider bases have raider visitors, the names get confusing.

No more underbosses show up, and only sarah and jason have showed up so i don't have enough leaders for my outposts.
Underbosses showing up is based upon how many settlements you have taken. You do not get an underboss for every settlement you take (that I know of.)

Quest progression is based upon how many settlements you have taken.

Thanks for the syringer tip, will definitely try that. I turned off visitors and the NPC in question didn't have a vanilla raider name like the visitors do. I've also taken all but like 3 settlements, more def should have shown up. I think i broke something with conqueror and it's been totally baked into my save. I'll just start a new game when i want to deal with jammer again. It's ok, i'm mostly just building settlements on this save now anyway with the goal of making them city plans.

I found it really useful for the quest when Ophelia wants you to capture a Gunner. It is like really hard to sneak up on them unless you have a lot invested into it.

Keep in mind with visitors off you get less income from commercial plots.

Vanilla raiders do have titles.
Raider, Raider Scum, Raider Psycho, Raider Veteran (same as SSCQ rank) which are based upon the level of the mob.

Basically if you can not talk to a NPC in your base then it is a visitor.
