For existing settlements using complex city plans do I need to tear them down and start from scratch or just a refresh?

When building using the Creation Kit you can place Occlusion planes to improve performance. Can't do that in-game.

Tracking city planning desks now points me towards the Workbench and not the desk.

A restart of the game usually fixes it for me.

I use RotC on my Xbox X with about 7 settlements now, mostly level 1 and 2. Also probably a 100 other mods... No issues.

A few NPC leader packs appeared on the Nexus. Sadly nothing for the Xbox yet.

Due to limitations of the game engine, they are powered wirelessly. You don't have to build or connect anything.

Not to mention that the Xbox One X outperforms the hardware that most PC gamers are using. Not everyone has a GTX 1080 Ti. It's not so black & white.

If I build a RotC city plan and then put down a Salvage Beacons communications station and assign a settler to it, do I need to create an extra residential plot for that settler?
