My dream would be a Mod like this and Transfer Settlements that allowed you to export your whole settlement to an .ESP file that then became a basic Mod of all your settlement with its construction.
like Transfer Settlements puts all the positions, IDs , height z axis y and x etc in an XML file and Workshop Plus allows you to layer thus keeping track of this data as well there mus be a standard .esp format in which a dummy esp file could be created holding all of this info so when loaded your primary settlement would be there.

Hmm...

Is it possible to convert a Transfer Settlements blueprint into a one-level City Plan?

If so, you could then choose it in the Conqueror Start-up Wizard.

@Yagisan : Is this a workable idea?

I would like to make it an actual .Esp that way you could edit it in creation kit if needed. As well add somethings that may not be done in a game creation.

1. I know this is essentially thread necromancy at this time, and...
2. This is getting a bit beyond Workshop Framework & Plus, but...

I've been thinking about this "dream request" many of us seem to have pretty often, lately. I've never used Transfer Settlements, but my understanding is that it exports to a json file, correct? To me, the simplest* thing would be write an xEdit script that reads the json file and places the items via xEdit the same way it would have placed them live in the game. Presumably, the necessary data would be there in the json, yes?

That said, my coding skills are basically nil and, as stated, I don't personally use Transfer Settlements, but the theory was intriguing to me. Pra seems to be a serious xEdit fiend, from what I've seen; maybe see if (s)he has any ideas?
