Question Settlement Layout Transfer Not Functioning

Hello,
Decided I would give the new Settlement Layout functionality in WF a try. I downloaded Kinggath's Sanctuary Layout, started a new Conqueror game, and went to an empty Sanctuary.
Twice now I have tried to use this feature. The first time, I did scrapall in the console, then attempted to build one of the layouts without scrapping. It simply hung on "0%" forever and never did anything.
I went back to an old save, came back to Sanctuary and tried again. This time, I tried a different part of the layout, and I pressed the "Scrap Everything" option. The scrapping progress bar stayed at 0% for a bit, then disappeared and the Build progress bar appeared. Nothing in Sanctuary was scrapped, and it once again hung on 0% built.

My worry is that my Conqueror pre-build scripts are somehow stalled perhaps and that is what is creating an issue. The Conqueror Progress bar disappeared before I exited the bathroom at the start of the game, but I never received a popup telling me it was finished. Should I reload and run the Conqueror Pre-Build again and wait for the actual completion popup? Or is there some other issue going on?
 
i would never use 'scrapall'. you're asking for trouble there.
use 'raze my settlement' which is a wonderful mod that does what you want but without causing loads of issues.
for the progress bar - i never leave the vault at all until its done. you should - if all is well - get a popup box telling you that conqueror has done its work. if you never got that then something has gone awry.

I have actually been playing with "Start Me Up." So, typically, I can wait in the Bathroom for Conqueror to finish, then do the alternate start after. But if I never get the popup, that could explain the issue.

I would be totally against start me up if your planning to prebuild Conqueror. Start Me Up bypasses a lot of the events scripts are linked to for various mods to trigger that would enable them to work. Especially around opening the fault.

I am also in agreement with regards to Scrapping mods. Raze my Settlements and Place Everywhere are both good replacements that don't break precombines.

Please confirm if you have HUDFramework installed? It should show you the progress bars. Also, I normally let Conqueror finish (15-20 minutes on my rig) before I do anything else.

Yes, I have framework. Generally I would see the progress bar appear and get up to 80+% on Part 4/4 of Conqueror prebuild before the progress bar would just disappear, but I would never get a popup.

Scrap all, whether the console command or via a mod is a bad idea. Period.

Okay. I was so excited to find it and be able to get rid of the junk in settlements quickly, when I'm building it myself. But, I suppose I will try and rely on Settlement Transfer to do it instead. Is there an option inside Sim Settlements Holotape that does it cleanly and safely?
 
To make it a touch easier, here is Place Everywhere

In Raze My Settlement I have done my best to add items that can be removed only by vanilla scrapping and scrapping with Place Everywhere on enhanced mode. So long as you haven't enabled any form of precombine-breaking mods (such as Scrap Everything, etc) you should be fine: Raze should remove just about everything that is scrappable within the settlement boundaries within a couple of minutes.

As the guys have said: the scrapall console command (and mods which use it) can have some very, very strange effects upon a settlement. I've not tested it extensively myself so will not pass on information that I don't have first-hand experience with. (I personally wonder if that command was a quick'n'dirty test command for the game developers - not something they ever intended for a long-term game.)

With Raze, there are some things that can be scrapped in vanilla yet are left alone:

* lore stuff (like computers everywhere, the front door at the Sole Survivor's house, and the fridge and notes at the Sole Survivor's house)

* stuff that removing it, leaves things really ugly (Outpost Zimoja is a shining example, some of the stuff is unscrappable/in precombines so removing absolutely everything of the rest makes it nasty)

* the pumps and signs at Red Rocket (a nice bit of flavor)

* required and special items are not touched (anything electrical, beds, workbenches, and the contents of the Armory at The Castle)

You get the picture. If you or other players still want to remove these items, it's only a couple of items to get rid of instead of 200+ - way easier.

Raze does have a few limits and options:

* it doesn't add the scrap you'd get if you scrapped manually - so there is an option to add scrap from the holotape (there is an option for the exact Sanctuary amount of scrap, otherwise you get options for adding various amounts of common/uncommon/rare shipments to the workbench)

* you can increase build limits (do not go over 4x the vanilla build limit unless you have God's gaming-rig or really want problems - 2x is much safer and gives you lots of build-budget, 3x is probably tops for most people - it's labeled EXPERIMENTAL because it's something to use with caution)

* there is an option for tearing down an existing settlement, all built objects - make certain to manually scrap all Sim Settlements plots first (this option is labeled EXPERIMENTAL, while I'm told it works well I've not tested it a lot myself)

So, I took everyone in here's advice. I turned off Start Me Up, didn't do the scrapall command, etc.
Trying Kinggath's Sanctuary layout. I have gotten several parts to build properly. However, the "Core Design" section always freezes for me at the exact same spot

You can see in the image I shared where it always ends up stopping. The build meter stays frozen, most of the Core Design is built but it seems to stop right around here and never proceed. I let it sit for 15-20 minutes and nothing. Every other section will build in 2-3 minutes. This one seems to stop doing *anything* right at this specific point every time, which concerns me.
