Question Cannot Upgrade Vassals

MCM and Holotape are set to Control Vassal Settlements: On and Vassal Cities Can Upgrade: ON

When selecting flags at Cityplanners desk at vassals I get the message All of this cities excess resources are committed to nearby Outposts, they are unable to upgrade.

There is no option to choose/assign a leader. City plan progress does not go up.

I have two vassals, Abernathy and Sunshine Tidings.
 
Can you assign a leader from the conqueror desk? (it's one of the options in the manage empire menu). I ran in to the same thing in my last (aborted) playthrough before the last patch. Once I'd assigned from the conqueror desk things seemed to fix themselves. Although I did also turn the options off then back on in both menus too - so not 100% what got it unstuck.
 
You can also turn the requirement for having leaders off in the Holotape/ Desk options.

I can use the War Planners desk to assign leaders at my Outpost. I do not have a War Planners Desk at my vassal but I suppose I could try it. I am starting a new save with different mods but when I get a chance I will try that but I doubt it will work as the War Planner desk doesn't manage city building.
 
So I went and deleted all my mods. Reinstalled, started new game and just took Abernathy as a Vassal and I get the same issue again.
I have 1 vassal — tenpines. I have a base game companion (Codsworth) as commander-leader, and the settlement is set to upgrade (non-default setting). No development. The place has more settlers than beds by a long shot. Happy to have a vassal but disappointed that development for a base condition like a bed for each settler with some kind of overhead covering isn’t being met. Yeah, I get vassals are subordinate even for Liberators but there’s much room for improvement here. Why would a non-enslaved (ie liberated) person agree to work under such conditions?

for clarification, don’t have mega packs enabled. If that’s a req for vassal dev (etc), we should be up front with that so we as faction pack devs can forward that expectation

Found this in another thread and perhaps it is supposed to work this way:

"If the settlement is a vassal, you can only assign leaders via a War Planner's Desk (from any settlement that has one). You can also turn off the requirement for city leaders in order to build a city plan, found in the City Planner Holotape/ Desk options. To select a plan you need to click on the blueprint on the desk, which controls city details. The building plan drawer is meant for organising plot plans rather than cities. "

So I can assign a commander from the Warplanners desk but only Codsworth. Doesn't give me any of the other leaders like Blake Abernathy from the Leaders of the Commonwealth Mod. Nor can I assign Sarah (NPC Commander from Conqueror) to the Vassal. Not sure about city plans in the vassal because I didn't try that in this new playthrough.

I gave up and uninstalled due to some other issues. Guards at vassals unassigning so my martial plots wouldn't advance and crash to desk tops being pretty common. Dogmeat would often get stuck or hung up which might not have been from sim settlements mods. I was using a Dogmeats Skins mod that might have been a problem. Anyways I like conqueror and it is very cool the work that has been done on it but I am gonna give it a rest for a while.
 
Conquerer leaders are not the same as city leaders. They have different attributes and are assigned in different ways. There is some crossover such as with companions, but many of the others were added as city leaders by add-ons.
 
Yeah I am not sure exactly how Vassals work as far as far as leaders are concerned but it looks like they are limited maybe to stock sim settlement vanilla leaders and that commanders cannot be assigned to vassals only to outposts.

Thanks for replies. If anyone confirms that Vassals upgrade cities I would be interested to know.
