Fixed an issue where certain records were having a blank MODL field inserted which could cause crashes with Buffout 4. Existing layouts will need to be regenerated with the web tool or edited in XEdit/Creation Kit to cure this issue. (To fix yourself, find MiscObject records with PluginName_ in the editor ID and point their model field to a nif file, such as Props\Note_LowPoly.nif)

Built objects are now sorted from lowest to highest. This should help with physics enabled items from falling due to the surface below them now being more likely to have appeared first.

Forms from Fallout4.esm will now be stored as forms instead of as FormID + Plugin. This will reduce the size of files and script data usage slightly, as well as slightly increase performance at runtime.

Fixed a bug that would prevent extra item numeric data to be stored incorrectly. This was a pre-emptive fix and this bug would not have adversely affected any known mod using this system.

Fixed a bug that would cause exports from interior settlements without a Worldspace record, like Home Plate, to generate invalid plugins.

Single quotes (') now supported in city plan data without being converted to '.
Uploaded new Baselines for Outpost Zimonja and The Slog - this should improve the accuracy of scrap profiles in these settlements.
Scrap Profiles are now sorted highest item to lowest. This will reduce the likelihood items are scrapped out from underneath each other which can cause problems during the scrap phase with moveable objects.
Fixed scrap profiles for Mechanist's Lair, Dalton Farm, Echo Lake Lumber, and Nuka World Red Rocket.
