Bug Zimonja won't build

I'm putting this in general problems because, while in this case it's a problem with the Outpost, I've had a similar problem with other settlements on other characters -- a RotC settlement just won't build up, no matter what I do. In this case:

1. Codsworth is the leader (other companions were the leader in other settlements where I had this issue).
2. Foundations build up fine, flyby goes fine
3. One settler shows up, builds the agricultural plot near the entrance, then doesn't build anything else, not even a house.
4. Go to Outpost, run refresh plots, one plot refreshed. Refresh city, whole thing tears down and rebuilds. Run Rebuild Data, runs fine.
5. Leave for a couple of in-game days; come back, still one settler, one plot, no houses.
6. Send two settlers to Outpost from other settlements and repeat #4. Go away for a few more days. Still nothing changes -- no new construction at all.

I had this happen at County Crossing, which I reported here a while back, and ended up having to take the settlement back and just build it myself. Does anyone have any hints/solutions/things I haven't tried but should before I just nuke the whole thing and build it myself?

Oh, and I'm pretty sure it's not script backup -- no excessive scripts or suspended stacks in the save, and I only have two other settlements under RotC control at the moment: Graygarden at level 1, and Sunshine still at 0, but close to upgrading (manual city upgrades are on). Both have NPC leaders, and both are progressing just fine. I also have threads set to max 30, since my system can handle it.
 
If others are having this issue, I can see if it's a problem with the optimized version. Though we tested them all, and I don't recall an issue like this...
 
Well, that's just it -- as I said originally, with this character it's Zimonja that won't build. On another character, the optimized version is building fine, but County Crossing wouldn't build (different leader) -- it even had almost 14 people, but no plots other than one agricultural one. I eventually had to nuke it and build it myself.

And to make sure it's not something in my game, I got Finch Farm as a settlement, and set that one up with the city plan and Abraham Finch as the leader, and it's building fine -- I keep getting messages popping up of completed construction of various plots there.

So it's more of a "Why do settlements occasionally bork out and not build" rather than an issue with one particular settlement. The only common thread I can think of is that in both cases it was the 3rd or 4th settlement I put under a plan that seems to be stubborn (I usually keep it to 3, 4 at the most developing at the same time). I'll give it one more try taking it back and assigning a different leader to see if that unblocks it -- if not, I'll just nuke it and build it myself.
 
Ok, I took back the city and changed the leader, and boom -- it rebuilt and the three settlers there went on a building spree. So, for some reason it didn't like Codsworth as leader, though I've had no trouble with him as leader in the past.

Probably just FO4 weirdness that has little to do with SS....
 
This problem has occurred for a few people, myself included, there are a couple of threads talking about it. Zimonja repeatedly when ordered to build the foundation level only generates 1 farm at the front. Tried with various leaders at various times. Personally I've had no problems with other settlements, only this one. But if jsalemi has got it working maybe there is a way around it.
 
I have the same problem, but it doesn't work to take back the city and changing leaders. It's the only settlement plan that I have a problem with.
 
Same problem with Zimonja. Have tried taking back the city and trying other leaders, but to no avail. Noticed on the OSD from HudFramework that there is also no max settler count. Also, if i go into the options and turn on complex cities, then take back the city, and reassign leaders again, everything starts building no problems and max settlers is displayed properly . Seems problem only exists with the simplified version of the settlement plan. Also, on a side note, there is an idle point where the pathway around the antenna used to be which causes idle settlers to levitate into the air and stand in the guard posture for a while then fall back to the earth.
 
For all that have the Building Problem with Zimonja its the Optimate Plan that don't work.Change in the Option to use the Complex City and Zimonja will be Build with no problems.
 
The full version is too much for me and my pc, was looking forward to seeing what the toned down version was like.
 
Between the Plans don't Change real much only the Number of Plots and Settlers.Try to disable all Performance option and the Multithread option.I run Abernathy with 83 Plots now on a Potato PC that only have a good GPU and i have 25-35 FPS stable there with all disable.The City's are smaller and after Level 3 you can make them even much smaller.So with all off you can run them even on weaker systems.To be true i don't see a big Change between the Complex plan and the optimate.For me the FPS are the same.I try it at 1 settlement with complex plan City level 3 22 Settlers 35-45 FPS optimate Plan same City level 3 14 Settlers 35-45 FPS
 
I can confirm that the optimized version of Zimonja is bugged. Swapped to the complex and plots spawn fine. In the optimized version the only plot that spawns and builds is the agricultural plot at the front of the settlement.
 
I am also having this same issue, Only the agricultural plot builds. I have tried inserting plots manually, and have found that the plots are snapping like there are plots where they should be, but the only plot that actually exists is the front farm. This is running the All In One version of SS.
 
Just another confirmation. Running on PC. Zimonja optimized stops at the first agricultural plot. 100% scrap, 3 settlers, always 0% to next level. Tried with 2 different leaders, no difference. Started the build over twice, same result both times. Started over a third time with the complex plan and things are progressing now.
