how about a mod pack with more locations added yes all vanilla are covered. However there is alot of mods that turns more areas into settlements. So 1 mod that adds a bunch of locations or something. While adding one location is good that will be hard on esp limit but adding a few in one ooo so sim settlements areas extended or sumn pushing it but hey its worth a shot

Not specifically, but I have used them both and you can use the plots in those settlements.
The Red Rocket one says specifically that it is SS2 Compatible.
There are also several locations listed in the wiki https://wiki.simsettlements2.com/en/customization/add-ons
that are SS2 compatible, and some are flagged esl. so, they won't count in your 250 limit.
