Can WSFW be used to unrestrict settlements like home plate, mechanists lair, and Boston Airport to make them act like all other settlements? Or is there another mod that does this?

Okay, so far as I know: there are no mods available to turn Mechanists Lair or Boston Airport into full settlements.

SS1 and SS2 both have City Plans for Mechanists Lair (the SS2 one is a 1-level City Plan).

SS1 has City Plans available for Boston Airport. SS2 they are working on a City Plan for Boston Airport - I cannot give a timeline for that.

Oh, I have Boston Airport as a full settlement in my game and this thread has reminded me that it isn't supposed to be! It is either an option from Clean and Simple or All Settlements extended and is working 100% with SS2 as far as I can tell.

There are more depending on platform, but one that is on Xbox and PC is SKK50's Workshop Utilities and ownership? I think that is the Xbox name, but it is also on Nexus. It allows you to change any settlement into a full settlement but will not add supply lines or settlers and you might be after that, but two of your examples have that already, so I hope this helps. There are a ton of other useful features for diagnostics.
