Suggestion WSFW Active / Reserve Settlers & Safe Mode

When settler count is beyond a certain point specified as an "Active Settler Limit" they get hidden/relocated to interior holding cell(s) in order to help allow for better performance & improved game stability in the settlement by limiting active AI counts & reducing the game's workload when fast travelling to the settlement or loading save that was made while there. Defaults could be 10 or 15 settlers on Xbox, with a bit higher on PC. If it were an Active Settler limit of 10 then any additional settlers beyond 10 get moved to reserve. They still count as settlers at the settlement & remain assigned normally but are not actually physically present at the settlement. Story NPCs & companions would be ignored / never sent to reserves. Beyond that if there is a prioritization order for these, then martial plot or guard post assigned settlers could be lowest priority to be sent to reserves with next to lowest being vendors that the player might want to interact with.

Players could have some control over this via Performance options and maybe a Sleep Mode/Safe Mode that they'd optionally enable/run before saving in order to help improve stability on loading the save later or visiting later, anything that may help reduce chances of a CTD. SS2 City Plan upgrades could induce Sleep Mode/Safe Mode as well as preventing attacks while the upgrade is due & while it's happening. Sleep Mode/Safe Mode could move all settlers & turrets to the holding cell, moving them back (up to the Active Settler limit) some time afterwards when initial load and On3DLoaded events for any plots + city plan if there is one have been ran. The Sleep Mode/Safe Mode could potentially report on any issues, potentially triggering a popup if there's any known major issue(ie broken power grids for example, where it could also tell the player about R2K Power Grid tools) otherwise writing them to logs. It could also trigger a full save at an opportune moment.

Sleep Mode/Safe Mode would be used if you think you may have too much stuff built or not maintaining 60fps, or if already had to rollback due to CTDs on load or on approach. It could become something that can be hotkey'd as "Safemode Save" where it'll trigger a save when done & a message box popup confirmation, indicating to the player that they can close the game or continue on.

Related SS2 suggestion(High Density Urbanization System / Virtual Population), similar but game mechanics focused angle rather than purely utility focused.
