Question WSFS settler cap

I started a playthrough a few weeks ago with Sim Settlements 2, had a tremendous number of bugs that made it impossible not to only progress through the mod's own quests but others as well.
The first post I made to the nexus page:
I have met the criteria and more:
  • No known conflicts installed
  • Correct placement in load order
  • New, fresh game
  • All dependencies fulfilled

Yet I still cannot get past "If I had a Hammer"

I started an entire new playthrough to get this singular mod working as it just did not in the last one. The number of bugs I have encountered simply makes it impossible to actually make any progress in the sim settlements storyline.

The stranger approaches me in diamond city and tells me to create a residential plot. - this is five hours into a new game.

I go to the objective marker at starlight drive-in and place the residential plot. This time I managed to get past 5 settlers, somehow completing the objective of waiting for the settlers to complete construction. However at the next stage where 3 more settlers arrive, I get stuck. I have waited for days and am 100% certain there is no incomplete plots.

Why TF is there no debug mode or very likely needed option to manually complete a stage?

I've refreshed plots, replaced plots, and have pretty much tried every troubleshooting tip out there to get this working but cannot get it to do so. And the annoying thing is, I can't get rid of this mod because it destroys your game, limiting the number of settlers at any settlement to 5, on top of the random CTDs. Help would be very very much appreciated.
I came to the conclusion that it was simply not worth the hassle so I started a new playthrough. However, I had forgotten to uninstall one of the required mods I downloaded along with SS2: Workshop Framework.

I have Better Settlers installed which is mentioned on the bugs thread but not exactly said what is the issue.

My current issue I am trying to solve is the settler cap. No settlement across my map has more than 7 people. There is more than enough food, water, beds, defense or anything to allow for a larger number of settlers. I thought Sim Settlements 2 was to blame but when I started a new playthrough without the aforementioned mod, the settler cap still remained. WSFS is the most likely culprit of the few mods I have installed that tweak settlers or settlements. What do I do.

Is there a way to uninstall this mod? or is there a way to fix this bug?

First question what is your charisma on the perk screen in the pipboy? To see if charisma might be the issue either cheat charisma with drugs or clothes to boost it over a length of time. One hit of grape mentals might not do it, but 4 or 5 in a row will. Move a settler and see if any settlements are grayed out. Have you changed the setting in WSFS in the pipboy, if so change it back. It is sort of not worded well but the default setting is how you want it.
Other reasons for no settlers can be script back log and that might be seen by looking at how long it takes an animal to come out of a cage when released or the time it takes for fruit to appear on the vine when you get to a settlement.
Are you using any mods that mess with the perk tree? This all could be a bad load order if you are using several settler mods.
You can not uninstall WSFS without starting a new game, simple as that. It will not break your game immediately but it will be broken and as you continue things will get worse.
Not sure of PC mods but on Xbox there are at least 2 mods that will take over the recruitment of settlers and do what they are meant to do and get the proper number of settlers at the correct time. SKK workshop utilities has a radio you can make or advanced settler beacons has their own recruitment scripts. Neither count by the game to meet the requirement of setting up a beacon when required by Preston. Only when required and you will still get settlers even if you don't, but the game will still ask you to setup a beacon to complete the quest and be told to talk to Preston. You first have to setup a vanilla beacon then once the game recognizes that and gives you a settler you scrap it and built the other.
 
Maybe review this page so we don't miss something that is simple but unsaid, an example is if you have 4 unassigned settlers then you will get no more.
