Question Workshop menu crashes game

So about a week ago I was in Vault 88 just starting the Vault-Tech Workshop quests and I got off. But then I started having problems with Steam which caused me to have to reinstall it along with all my games and mods. I then would experience an infinite loading screen which I just resolved last night and when I finally got back into the game, Fallout would crash on its own a few times but once it finally starting working I tried going into the Sim Settlements section of the workshop menu and every time I do so the game crashes. Please help. (PC)

This doesn't sound good at all.
The infinite loading screen is you hitting the script data limit.
Because you happen to be crashing on the SS section of the menu is not an indication that it is SS causing it. You more than likely messed up something during the reinstallation.
Unless you roll back to an earlier save and can get your mods and loadorder to the exact same state before you uninstalled everything, with no warnings of mods being missing, I would look at starting another game if I was you.

yea I thought i might have to start a new game while I was fixing the infinite loading screen and im not too worried about it tbh. I'll try loading a new game and see if that makes any difference
