Was thinking of creating some commercial and martial plots that had beds associated to them.
Is this possible to have the settler assigned to the same bed that the is in the commercial plot? I used to program but have never done scripting for fallout.

Not really, the best you can do at present time is place an interior and a commercial or martial side by side in the same building.

Is sim settlements event based? Is there a assigned event for when a settler is assigned a job?
Could I create a script that was attached to the esam sensors?

I honestly don't know the answer to this one, Kinggath would be the one to ask how the code works under the hood. I'm guessing there may be a rudimentary callback system in play but I'm not sure that quite qualifies as event based.
