I tried to find an answer, I tried to tweak options, like the ones for auto-assign settlers. But seems that everytime that I run a city plan refresh, a supply route of a semi-random settlement, breaks.

First was Sanctuary > Tenpines Bluff. After like 3 times seems that stop breaking. I even restarted Sanctuary since it was refusing to level. Same as Tenpines.
Then Covenant > Teffington. Fixes after a couple of times.
Vault 88 > Murkwater and Croup Manor > Kingsport Lighthouse lost it once.
But the one that is getting on my nerves is Egret Tours Marina > Hangman's Alley. I lost the count of how many times I reset it, tried with a different settler, and even moved the original Provisioner to become a settler of Mechanist Lair. They all end up getting assigned to a different job that is usually the shop at the pier (armor, I think), and sharing the same space with other settler.
I set a route from Hangman to Egret to see if that would fix, and just now I lost no only this supply route, but also the Hangman > Oberland. It's like a settlement get all jobs reseted.

I had no issues back then, when I just had SS and IR, cause RotH didn't existed.
Also there is no other mod that would affect settlers or settlements behavior, except Better Settlers. Just some that add new objects.

Are you using IDEK's logistics station mod? :bye

    https://www.nexusmods.com/fallout4/mods/28945

Next, make sure if you use the unofficial patch make sure it is updated? :good

Both of the above need to be updated. :friends

If you are using vanilla supply lines let us know? :search

Unofficial Patch was updated since the start.
Not using IDEK, and since most of the plans take all the limit, I can't even build other things. I'm doing a playthough with minimal settlement interaction.
    Just vanilla supply mechanics.

One thing you might try is just converting one of the scrap yard plots or other Industrial plots the city plan has put up into an IDEK's logistic station, instead of trying to add one to whatever the city plan is doing. You'd just have to go to an already existing industrial plot, click on the ASAM, and then change the building plan.

This would shift your provisioner route from a vanilla assignment to one governed by SS/RotC and should take care of whatever weirdness is pulling the settler from the vanilla assignment.

Alternatively, double check your assignment settings in the holotape.

The key should be this setting under Assignment:

Auto assignment away from work should be set to off.

If set to on, every time the RotC city plan makes a new SS plot available, any settler assigned to a vanilla job, as your provisioner is, will be reassigned to that SS plot. This can in some cases spin you in a circle where every time you assign a settler to a non SS job that settler ends up instead assigned to an available SS plot.

Per the wiki: "Auto Assign Away From Work...

If you were to turn this option ON, settlers who have a “job” or have been assigned to “work objects” would then be eligible for auto-assignment by Sim Settlements - the ON setting allows Sim Settlements to essentially take priority with its auto-assignment system which means settlers can/will be “reassigned”...

    ...What These Settings Mean:
ON: Sim Settlements "Job" Plots will take priority over already assigned existing or manually placed "jobs/work objects". So if an unoccupied "Job" Plot exists, a settler with an existing non-plot "job" assignment can/will be auto-reassigned to that "Job" Plot." --https://simsettlements.com/web/wiki/index.php?title=Holotape_Gameplay_Options_Assignment

I don't want to use IDEK.
I already tried with all the extra 3 auto-assign options off, and still lost the supply route. The only thing that I didn't tried was to turn off even the default one. But then, I'm playting with RotH exactly because I want less settlement interaction.
Also these settlements already reached top, Level 3 100%, and no other job is being build. They are just getting assigned to the same place, despite that I manual reassign to another settler.
I saved and reloaded. Slept for 12 hours inside the settlement. Refreshed the city plan.
And happens at random. So sometimes I just find later that I lost one connection, sometimes I check it right way after a plan refresh and everything seems fine. The provisioner is not dead, is just there renamed to Settler again, set to the same job that was already of another settler.

I just can't think in anything else, so I'm here. T_T

I may also be seeing this issue.
I normally use IDEK's, but in a recently set off city build I assigned a provisioner instead. When I noticed they kept getting reassigned to a shop marker I turned off the auto assign from work object, but it kept happening. So I have turned all assignment there to manual but haven't had time to check if that has fixed it or not yet.

OK, now here a beef that I have of RotC official city plans, that I think is messing with the supply routes, because of the auto-assign option. The city plan is not taking in consideration the max number of settlers with availiable jobs. I just spawned one settler using Cheat Terminal and after a couple of seconds she got a job, despite that the settlement was already at max, allowed by the plan.

What I mean is, if you going to limit the settlement to like 10 people. Then you should set to build only 8 objects that the settlers will consider a job (farms, shops, industrial, martial). 10 beds so they won't complain about it. The 2 unemployed will be used by the player for supply routes and use some extra object, like the Minuteman mortar.

It's likely the "blue man" jobs are swiping your provisioners. If I remember, SS doesn't do anything special with provisioners so each time the city refreshes for some reason they're considered unemployed and/or assignable. I did two play-throughs this way and for me it was usually the blue man jobs interfering with supply lines from certain settlements. It was a huge PITA.

Two things you could try: disable the blue man activities altogether under performance options and see if that includes the blue man jobs. I don't recall if it does for sure. Also, if you have Workshop Framework installed you could disable the base game's automatic job assignment and see what effect that has.

I've started two new characters recently using IDEK's Logistics Station. It really is worth it.

I think @NikolajtheNord is barking up the right tree, and you might have to manually reassign them to the vanilla job. I am not speculating on how they get unassigned in any one specific game but its a solid suggestion and reasoning.

Going to try the blue man suggestion. I just had Sanctuary and Manor loosing the supply route again, and I didn't even did a refresh. I was just reassigning Hangman and while checking if was OK, bam!

Like I said, I didn't want to use IDEK cause I want to do a playthrough with less settlement management interaction. I actually like to build each settlement, but I was expecting RotC to not be as frustrating as it is.

I have less interaction and problems with the IDEK mod than with the vanilla. I have never looked back. I in no way want to suggest other than what you want to use. I just think most folks here have used the idek mod for a long time. I am not even sure myself if I could really help you with vanilla anymore. It has been that long. :smile

Don't get me wrong, If was building myself each settlement, I would give IDEK a try. My complain is with the pure use of RotC as an automatic settlement building and managent.

It's cool no worries. I can understand.

Let's see how this thread goes. I am a little confused myself about this mechanic in regard to city plans. I am a built it myself kind of guy.

I’ve been having a similar issue at The Castle with Artillery, and also my personal City Plan not releasing anything except food/martial plots.

The ILS and Tesla Plot have not released, even though both are in the L0 city and the city is currently L2 and 70% of the way to L3. This despite there being several settlers supposedly lacking jobs.

I’ve just tried turning off the Blue Men (not that the City Plan has any - the base Castle seems to have a bunch) and will see if that makes a difference.

Hope I'm not jinxing myself, and not being racist, but the blue men had to go.
Refreshed about 6 settlements, moved back and forth, did this and that, till now no supply route got brokened.

I imagine that just a few of them were to blame, but everyone had to pay the price.

...there should be a tesla tower on the raised platform and an ILS through the doorway. :/

I managed to stop this happening by turning off auto assignment completely, but that's a pain in the neck to manage, so switched to building a logistics station.
