Why is my vassal sending 'caps to Nuka Cola?

Every time my vassal sends me supplies, it also says that they've sent caps to Nuka Cola.
Are they being extorted?
Are they repaying a debt?
Are they bribing Nuka Cola to attack me so they won't have to be my vassals any more?
Or are they just buying tons of that sugary concoction?

Conqueror piggy-backs the NW outpost system. This is a feature of that system, it should be patched to not happen with CQ but it slipped through the last time there was work done on the CQ/NW patch.
It makes zero difference to CQ outposts/vassals so you can ignore it.
