Where there is Smoke - Dialog constantly stopping - Multiple Bugs

In the Quest Where there is Smoke - when you need to investigate the 3 sites of the gunner and finally talk to Aiden, for past 3 days I have been unable to beat this quest because the Dialog constantly stops in between.

There seems to be a Hard Lock after the Dialog
Aiden: So Settlement attack is your fault [ Camera permanently locks on him ]
Jake: You better watch what you say, mister
No more Dialog, just Hard Locked Camera,

Note that it can stop anywhere there is a "player choice" required.
You will 100% know its going to screw up when the Camera stops moving to the person talking.
Idle Camera can take over inbetween dialog if you don't move your mouse forcing it to fail.

This issue seems to be 2 separate bugs
1. Idle Camera preventing Next Dialog choice from being picked
2. Camera script not updating to next "scene"

Possible Solutions:
1. Remove all player choices from the scene.
2. Allow the player to regain control of their character after the initial "Drop your guns" dialog.

Note this is a very old Bug since Sim Settlements 2 has Launched:

Dialog camera has been a really big issue, that's been around even in the Vanilla game. As @dinelen_darkstar mentioned, disabling dialog camera has resolved a TON of issues with my playthroughs. I prefer not to see the inside of Jake's head & teeth when he's trying to show me the difference in the comm hub transceiver in the quest portion before this one. =D

The second thing I've noticed with this quest step, is if the distance between Jake, Aiden, and the Quest trigger point is off by a little bit, the whole quest seems to fall apart. This really sucks if you're playing on Survival with the console disabled. I've found that if I take shelter in/near the buildings during the attack, it seems to alleviate this problem for the most part in my playthroughs. Just have to watch out for those gunners throwing grenades. =)

The third item I've recently found is that (for me) if Jake is downed during the fight he won't recover after the fight. You can stimpak him during the fight, but the stimpak activation disappears if the fight has completed. Thus Jake will stay in a downed state.

That's why I gave Jake a better gun and some armor pieces that accented his cool outfit. We mowed those gunners like the greens at Augusta
 
I think the statement made by the other person maybe right if you enter the event through the back from East to West Direction it seems to bug out.
I went East Direction to West because I went to Orchard farm first then went Straight north which put me slightly east of the dialog trigger.

I tried again the quest and went from a South to North East direction ( a straight bee line from hardware store ) then the quest worked fine.

I am guessing the whole where you enter the dialog event makes a huge difference. As even if the player is just slightly off the quest breaks down eventually.
 
I also have this issue. I noticed if I toggle the fly camera I can reliably get halfway through the conversation. Can't get past halfway. Thankfully I can use the cheat in the holotape to skip this part.
 
Last playthrough had it hang, so reloaded previous safe and disabled Dialogue Camera before going in again. Got a bit further, then stuck again. Figured I'd try toggle back while still stuck. Must have nudged it into rechecking the script, because it flowed on nicely from there. If it sticks, try toggle Dialogue Camera while stuck
