Question What is "DISABLEsettings.ini" and where are my settings actually being stored?

I can't find any mention of this file when searching here, the Nexus thread for SS, or with a google search, other than that it's included in the original zip file for SS.

I'm using MO2 and Mod Configuration Menu. I've been troubleshooting one pesky setting - MaxUnemployed, which keeps reverting to the default of 3. All other settings are retained but this one gets reset every time I load a save. I've moved MCM outside of MO and installed it directly into my Data folder but I haven't noticed any difference before or after.

The confusing part is, the values in DISABLEsettings.ini do not match the settings I have configured in-game through MCM. So then where do those settings live? I've searched the virtual directory through MO and can't find any other .ini files that could be associated with SS.

I can't remember where I read this and I can't find it anymore, but I thought while troubleshooting this issue several months back I saw that you're supposed to remove DISABLE and change the file name to just settings.ini? I could do that but I'd want to copy my settings as they are now. This file says it hasn't been modified in over a year which isn't correct.

I'm sure the answer is right under my nose but I feel like I'm taking crazy pills.
 
MCM settings not saving is often caused by F4SE not being installed fully. You have to drop the data folder included into your fallout4 folder.
If you're sure you have it fully installed you can change the settings using the city manager holo instead.
