What does SS2 Reports mean by "Max Population"

Also, how do I increase the "Max Population" ? Since for Oberland station for some reason its set on 4
I am using City Plan - if that makes any difference

If you have a city plan, its the max number of settlers the current level of the city plan supports. Otherwise its the number of beds in the settlement.

Oh i guess one of the city plans is bugged cause it has like 5 empty plots
