Question Weird stats in Sanctuary Hills

I went out to scout some settlements to attack as the Triangle of death continued to recruit raiders. However, I went back after successfully conquering tenpines bluff, and now all my guards and soldiers are missing, when i click on the radio to try to donate stuff , nothing comes up. Anyone else seen this?

There is a "workshop" fuel-generator to your left up on the deck behind the console as you face the red button in the same room. Kick it.

i mean ,i can't,use any way ,to interact with it ,there is no interactive options are displayed
Something like " [press E to restart] " or whatever else,but no , there is nothing even when i face it
