We need more children of atom plors

I just know with conqueror getting more advanced they're going to give the ability to the children of atom to take over so before they do we're going to need some plots to fill out our cities once their are controled by atom. I don't know how to make them so I need you guys to help me out

We also need to be able to recruit CoA followers who won't be hostile to everyone, just like the Raiders currently for Conqueror.
