I installed the Rise add-on a couple of weeks ago. I haven't actually done anything with it yet.
I don't recall which add-on VIPs come in, but having them is becoming a bit of a problem.
They take up beds and desire food and water. But I can't assign them to anything.
I assume they're VIPs because they have job titles instead of a name or "settler"
Also, while trying to assign one tonight, they went inside a home and went to bed.

So a couple of my settlements (and soon more to follow) are running desperately low on food.
Starlight has so many VIPs that they produce only 4-6 food. I tried adding mutt fruit trees to boost the food but then noticed that a) I have three unworked ag-plots and half of my original pre-SS plants werent being farmed!

and then I began chasing down all of my settlers. I have 5 working on defence apparently, even though Starlight only has two martial plots and the artillery.
There were a bunch of non-assignable non-tradeable people living there that were being counted as settlers.
So I came here. and more than two hours later, seem to be the only one having this issue.

I have a crown in Nordhagen as well, but it seems to be doing ok still food-wise.

Does anyone have an answer for this? Has anyone else even encountered this?

What you're running into is the Dynamic Needs - which makes your settlers require more food and water.

Those named NPCs are visitors. They don't use food or water, and don't require beds, but they might go sleep in your settlers beds (though they won't assign to them, so it won't cause any happiness problems).
 
I've been following dynamic needs. they threw me off until I read my first plaque.

What I've run into then, are settlers leaving their assigned jobs and disappearing. Ag plots have risen to level three and abandoned. Vanilla plants are no longer being worked by settlers. I have 16 jobs and 19 settlers according to the reports. I can't find all of my settlers then. If they were killed the settler count should have dropped. And new settlers would have begun working the ag plots according to the options I have set.

Around 2000hrs, everyone fucks off to the rec plots in my settlements. And they stay there all night usually unless I go to sleep. So Theyre usually available for a head count.
Do you have any other suggestions for me?
 
Run the console command tai This will temporarily turn off the AI. Then use the Town Meeting Gavel, and call a meeting to summon them all to you. You'll be able to do a good head count, and check how many are unassigned, since they won't be moving around. After you finish, run tai again to re-enable them all.

There's also an "unassigned" vision tool, isn't there? I recall using that a few times.

because this morning at 3am, just before I went to bed, I ran into a similar issue on one of my Far Harbour settlements.
 
Yeah, ASAM Vision Switch will help you with that. Though a lot of players report it isn't working perfectly, it's on my to-do list to research still.
 
OK, wow, that was actually really hard. HAHAHA!
I ran the town hall thingy on my crafting station desk. (sorry, forget all of the actual names)
And all of the settlers crowded around me and I was stuck. Even after turning the AI back on, I had difficulties with them dispersing. Quite annoying.
But I think I have the answer.
I have two provisioners out of Starlight. I didnt take them into account when I checked housing and needs.
I have five farmers working those six plots and vanilla plants. Because I thought I had two more settlers.

Settlers have died at starlight and so job plots change hands. or are left vacant.

And visitors have been confusing me a lot because they sometimes go into houses and do things. But during the town meeting, the visitors stayed put. So I'm pretty confident it was my provisioners that were confusing me.

Now to just get my issue with traders on another thread solved and I'm golden!
