Vim and Vigor Progression Bug

When talking to old rusty, in order to give him the units of oil that I talked down to 4, there doesn't appear to be any dialogue for actually giving him the oil. All I can do is progress through the 2 lines of vanilla dialogue and then be unable to talk with him again. I don't appear to have any conflicting mods and this is the only issue I've had like this so far.
 
Also experiencing this. I have oil and also the perk, but all he does is reply with a vanilla comment to my interaction - no option to hand over or repair.
When I first got the quest I had no oil, so went off to get some and in the meantime progressed elsewhere and removed the blockage from the water. Giving Rusty the oil is my only item left to do, and the quest marker is on him, but I am unable to progress.
 
yea i have the same issue, hope it got resolved soon as i dont have any previous saves

I think it is likely a mod incompatibility. I restarted my game once with most of my mod list still activated. Ran into the same problem again. I restarted a second time with very few mods, and none that affect workshops or settlements. So far, I have not encountered the same problem and am further in the game then I was when the problem occurred previously.

I'm slowly readding mods, and watching settlement happiness closely. I'm hoping to catch whichever mod is the troublemaker, if in fact it is a mod problem, which is more a of hunch than a confirmed diagnosis.

Are you using mods, and in particular, any mods like new settlements or anything that might affect workshops?
 
only mods as far as i know that somewhat affects workshops are longer power lines, faster workshop, wireless power, increase build limit, and workshop plus

Workshop Framework - which is required to use SS2 - includes functionality to bump up the Build Limit (and you can set SS2 to just ignore the limit anyway for plot upgrading), so you can cut any other mod that does that.

yea ive disabled most of my mods and still no luck. i found a previous savegame tho, but i pretty much just lost 8 hours of progress so rip
 
Hi, has anyone found a solution to this bug without having to load an old save game? Kaitlin and Old Rusty both give me vanilla responses without letting me tell her the blockage is fixed or Rusty letting me give him the 10 units of oil that I have.

No from me so far :(

I have quite a few mods (53) but my game is solid as a rock with 50 hours on this save and not a single glitch or CTD, however I saw the post by @therealpedro and tried toggling off some in succession and then all but none seemed to affect this quest progression. TBH I'm carrying on doing stuff, hoping a future update of SS2 mentions it and lets him accept my oil, otherwise my SS2 questline is at a brick wall (and without com or rec plots!)

I was wondering if I caused this issue myself by getting to the Castle and using a City Plan, which builds commercial and rec plots that I technically haven't unlocked yet, but by the time I thought of it I had no older saves to check. Anyone else do this?
 
I have not encountered any issues with this quest (other than picking up the completion reward) It might be due to me always rushing through it so I can unlock the extra plot types!

No, I've not got as far as the castle. Literally what happened to me is I went and spoke to Kaitlyn, she told me to help with the water, the quest updated to fix the water pipes but didnt complete 'Talk to Kaitlyn'. Then Old Rusty, I spoke to him, it had the option to give him the oil but I didnt realise I needed the actual units and not just junk containing the oil. I went back with the 10 units of oil and he doesnt speak now, other than pardon me or whatever his generic chat is.
