Steps to reproduce:

  1. Complete Taking Independence.
  2. Build a Guard Tent martial plot.
  3. Wait 5 days.
  4. Upgrade to a Minuteman outpost.
  5. Scrap Minuteman outpost martial plot.
  6. Build a new Guard Tent martial plot in the same settlement.
  7. Wait 5 days.
  8. No Minuteman upgrade options are available.

  1. Complete Tradecraft.
  2. Build a Guard Tent martial plot.
  3. Wait 5 days.
  4. Upgrade to a Railroad outpost.
  5. Scrap Railroad outpost martial plot.
  6. Build a new Guard Tent martial plot in the same settlement.
  7. Wait 5 days.
  8. No Railroad upgrade options are available.

As I have continued to progress through the game unlocking both Brotherhood and Institute options, I have noticed that I always have all options on the first upgrade, but should I ever scrap or change the level 2 option, it "thinks" that the level 2 option still exists in the settlement.

I wish I could somehow reset this.

Try this:
change the plots to another building
save.
exit game
unistall the mod
enter game
save
exit game
reinstall mod
load game.
It worked for me, but admitdly it was still a farly fresh game and I only had one plot from the mod built.

Possible, but that would require me to visit many settlements and change them. I'll think about it a bit before trying this.

So, yeah, I did it today. I am now getting correct upgrades for martial plots, but to avoid this bug in future, this goes into the banned automatic plots types. I will manually change them for settlements now.

:(I thought I had this fixed in a previous patch, the problem is the delete() function isn't running when the plot gets removed, so the script still thinks the barrack still exists after it is removed.
I'll see if I can figure out what is breaking it, but I'll probably need to change how I'm handling them.

I gathered as much. Perhaps an automatic check when the cell loads ?

I just encountered this bug when I moved some plots in Starlight Drive-in. Is there a console workaround I could use to delete() or force the plan to load? I have a lot of minutemen barracks and utility plots so I'd prefer not to basically scrap all my settlements and rebuild.

Same question about a console workaround. I'm folding an existing playthrough into Rise of the Commonwealth and that means that I've got to scrap all my old plots to let the cities build out. If there's some way to just manually reset barracks count on the workshop (so a plot refresh will pick up that there isn't a duplicate anymore) that alone would be a big help.

Impatient person that I am, I applied coolphoton's solution to fix the problem. If you want to avoid having to re-place plots (which can be a pain), do what I did. Temporarily switch the plot to a martial or industrial plot by a different author. Add a couple of generators to cover the temporary power shortfall from the utility plots. The whole process took me about an hour (for 15 settlements), plus 5 days of game time to make sure the new barracks would upgrade properly.

Glazius, If you are scrapping your cities anyway, removing and refreshing the mod shouldn't be a problem for you. I was looking for a workaround because I didn't want to have to re-place plots.

A question, to upgrade the Barracks to LAVEL 2
what are the requirements?
My Barrack show that is ready to upgrade but when I press to upgrade it just show a storage menu

You need to be allied with the factions, or turn on ignore factions in the SS config tape. If you can fly a flag for somebody you should be able to build their barracks.

So, help Tenpines Bluff for the Minutemen, do the radiants for Danse's team, et cetera. Otherwise it's like, what, hey BoS can you send four power armors I mean guys in power armor to this location, P.S. this is not a trap?
